Pemenuhan Kebutuhan Dasar Tempat Evakuasi Bencana Kawasan Gunung Galunggung Dalam Upaya Mitigasi Bencana Yang Berkelanjutan (Studi Kasus: Kecamatan Sukaratu)

Abstract

Secara geografis, Indonesia merupakan salah satu negara yang rentan akan bencana alam terutama bencana gunung berapi, sehingga memerlukan upaya manajemen mitigasi bencana. Penelitian ini bertujuan untuk mengidentifikasi kesesuaian tempat evakuasi bencana dan kebutuhan dasar sarana dan prasarana ketika terjadi bencana. Metode penelitian yang digunakan adalah penelitian mix methods, yaitu menggabungkan analisis kualitatif untuk memberikan penjelasan berdasarkan hasil pengolahan data, dan analisis kuantitatif untuk melihat pemenuhan kebutuhan dasar sarana dan prasarana ada Tempat evakuasi bencana. Metode analisis yang digunakan pada penelitian ini adalah metode analisis deskriptif untuk mengkaji kondisi eksiting tempat evakuasi bencana, dan komparatif untuk membandingkan kondisi sarana dan prasarana pada tempat evakuasi bencana dengan peraturan dan standar yang ditetapkan. Kebutuhan dasar sarana dan prasarana yang diteliti diantaranya adalah prasarana air minum, prasarana sanitasi, pelayanan kesehatan, penerangan, keamanan, sarana pendidikan, sarana peribadatan, sarana bermain, sarana trasnportasi, dan sarana telekomunikasi. Berdasarkan hasil analisa, diketahui bahwa kondisi sarana dan prasarana tempat evakuasi bencana pada kawasan bencana Gunung Galunggung belum dapat dikatakan baik. Kondisi tersebut memunculkan rekomendasi pemenuhan sarana dan prasarana dengan penyediaan jumlah unit sarana dan prasarana yang sesuai, dan menjadi masukan untuk instansi terkait pemenuhan kebutuhan sarana dan prasarana khususnya tempat evakuasi bencana Gunung Galunggung.

 

Being located on the Pacific Ring of Fire (an area with a high degree of tectonic activity), Indonesia has to cope with the constant risk of earthquakes, floods, tsunamis and volcanic eruptions. This research aims to identify the suitability of the evacuation site and the basic needs of facilities and infrastructure when a disaster occurs. The research method used is a mixed method, which combines qualitative analysis to provide an explanation based on the results of data processing, and quantitative analysis to see the fulfillment of basic needs for facilities and infrastructure in refugee camps. The analytical method used in this research is a descriptive analysis method to examine the existing conditions of the refugee camps, and comparative to compare the conditions of the facilities and infrastructure at the refugee camps with the established regulations and standards. The basic needs of the facilities and infrastructure studied include drinking water infrastructure, sanitation infrastructure, health service assistance, lighting, security, educational facilities, worship facilities, playing facilities, transportation facilities, and telecommunications facilities. Based on the results of the analysis, the facilities and infrastructure of the refugee camps in the Mount Galunggung disaster area are not in a good condition. This condition bring out some recommendations for the fulfillment of facilities and infrastructure by providing the appropriate number of facilities and infrastructure units, and becomes information input for relevant agencies to provide assistance in meeting the needs of facilities and infrastructure, especially at the Mount Galunggung disaster evacuation site.
